Fukui Report : The chaperon of restarting nuclear plant Mr. Yoshito Sengoku just kept repeating "It's safe."

This Mister is always there when there is an important decision about Japan's nuclear policy. Yoshito Sengoku, who is said to be the shadow of The Prime Minister and Electric Companies and their labor union, called The Federation of Electric Power Related Industry Workers union in Japan, put strong faith in him.

Mr. Sengoku, as an observer, attends to the Prime Minister Noda government's for ministerial conference.
(I find strange that he just attends although he has got the most powerful authority). On April 14, when Yukio Edano visited Fukui Prefecture to ask for understanding to restart the nuclear plant, Sengoku joined him and started a fight between local officials and the labor union.
This time, on June 4th, for the visit of Goshi Hosono, Minister of State for the Corporation in support of Compensation for Nuclear Damage, the the same scene was revolved.
Mr. Sengoku insisted with an emphatic manner that "it's safe, it's safe." He said that in front of all members of the prefectural assembly and the city council members and the executives of labor union. 
As the employment depends on the nuclear plant, there were no official to say clearly they were "against restarting the plant."
The questions and demands from the officials were focused on the safety. 
"If we wait for the result of investigation of NAIIC, (National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission) to decide to restart, people will understand better." "I'm worrying about spent fuel rods pool"
Mr. Sengoku does not care at all about the worry of local officials and continued the tricked explanation for which only a child could have fallen. 
"The comment The politicians made the fabrication of declaration of safety" traverses but the declaration of safety comes from the perception of specialists. There are open conferences tor hear opinions from specialists."
I thought it must be the joke of the century and i was almost dissolved into laughter.  
Moriyama, The Assistant Vice-Minister of NISA (Nuclear and Industrial Safety Agency) says it's the politicians who will decide at last.
The conference for hearing of opinions is open but they are just following what Electric companies say and accept it.
And more, NISA even send the value told by electric companies as a document directly to the Nuclear Safety Commission of Japan.
Does Mr.Sengoku thinks local officials don't know a fact like this one?

The explication of Mr. Sengoku about spent fuel rod pool was an open-mouth surprise."Even if we stop all nuclear plants the spent fuel pool will exist. While interlocked to the Nuclear fuel cycle, interim storage facility and how to manage the final disposal have been pushed back since 40 years is the problem. Mr. Sengoku did spitted out. It's a real so-what attitude. Is he trying to put the responsibility to The Liberal Democratic Party? His sophistry is quite alike of him as a professor of Yuki Edano The Minister of Economy, Trade and Industry. Mr. Sengoku said in the end of the conference a point like "I count on each of you for your understanding the restart of the nuclear plant and also for the Japanese Economy." 
After Sengoku put a fight into the local officials and the labor union, there was an unexpected press conference but freelance journalists and internet media were excluded. I wonder if it's because of the tough questions at the conference last time.

Goshi Hosono, The Minister of State for the Corporation in support of Compensation for Nuclear Damage met Issei Nishikawa, the governor of Fukui Prefecture at Fukui Prefectural Government in the early evening of June 4. It was to obtain the content from the residents to restart Ôi nuclear power plant. The Minister Hosono also brought Tsuyoshi Saito, the Deputy Chief Cabinet Secretary and Seishu Makino, the Vice Minister of Economy, Trade and Industry. It was to appeal the unbudging position of Government to restart the nuclear power plant.
The governor Nishikawa was furious about this idea of restarting the plant or not.
Inside the Fukui Prefectural Government an aspect is spreaded. "Prime Minister Noda and his cabinet are saying one thing to another and they won't restart the nuclear power plant. If it was the Liberal Democratic Party's government, the nuclear plant would have already been restarted." 
The meeting with Minister Hosono was at first planed to be held on June 2nd but was reported because the Governor Nishikawa had a doubt about PM Noda's nuclear plants policy.
At the meeting on June 4, The Governor Nishikawa prompted strongly that "if PM Noda can issue the pronouncement direct to the people in Japan that we need to restart nuclear power plant it will help them to feel safe." Still now inside the Fukui Prefectural Government tend to see, "the Government will not restart the plant and even if they do, it will be just for a while." It's not official yet but the prudent local officials against nuclear plant are planning to establish the factual supporters' group of Mr. Hosono. Some officials clearly show their stances of breaking with the nuclear era. Officials in Fukui Prefecture are prudents but it seems difficult for them to say clearly their wish to abandon nuclear power expect for the ones from the communist party.
The goal for the officials who back up Mr. Hosono (his local town is in Shizuoka Prefecture), although he was unelected in Fukui Prefecture, is to make him become the Prime Mister of Japan. The political circles restructuring also related to abandon nuclear power generation, we can't take our eyes off from the movement of Mr. Hosono.

One hour before the meeting of Hosono and Governor Nishikawa, there were citizens against restarting the plant who gathered in front of the prefectural government. If the Fukui Prefecture (The Governor and the assembly) accepts to restart the plant, there will be almost no hurdles left. Local residents and people living nearby strengthened their sense of danger.
There was a couple with a small baby of ten months who came from Awara City in Fukui Prefecture. "How can the Japanese Government talk about restarting the nuclear power plant? It's too soon after the accident, it's ridiculous. If a nuclear accident happens again, when my child grows up, i will never be able to apologize enough." The wife who talked so was blurred with an expression of despair .
A woman in her sixties born in Iwaki City in Fukushima Prefecture who is living in Fukushima City today didn't hide her anger. "I won't let restart the nuclear plant. I have my relatives living in Iwaki City. Prime Minister Noda says that the core meltdown will never happen. What is he talking about? Is he a magician, or what? If he is a magician, i just want him to make Fukushima like before." Even the opinion poll organized by mass media revealed that more than 50% of people are against restarting a nuclear plant. PM Noda's government wants to restart the plant even against the public opinion. So what kind of society do they want to create?

A Message from Koichi Oyama 


I am now making a map with becquerel of algae types.
Near the end of this week with 100 samples, 
On the Sea of Japan side : Yamagata, Niigata, Toyama, Ishikawa  
On the Pacific side : Miyagi, Fukushima, Ibaraki, Chiba, Tokyo, Gunma, Tochigi
I plan to bring together the informations of the widespread area.

This biological concentration is one of the environmental indication.
This is an element which is as dangerous as the level of elevated concentration of radioactive isotope which have not been imagined or have been ignored daringly.

The clearance level of ICRP for cesium 134 and cesium 137 are 100 becquerels / Kg.

But in Minamisoma City and in Fukushima Prefecture, there's 100,0000 becquerels that are left uncontrolled.
And there's a danger that children step up on it and they also may touch it.

Although I went to see the police so many times to talk about it and also talked to public health institute and talked with the city administration every time my demand were just refused.

I post again the article i posted on April 27 under the title: "Black Substance as an aggregate of radioisotopes". The other day when a member of the Diet visited Minamisoma City, he said that he had a meeting with an official beforehand but he got no information about it.

What happened to the Ministry of the Environment?

I exchanged business card with three officials when they came for an assembly on april 26. I sent emails but they never answered.


This is my mail :

Well done for the committee meeting of Mimanisoma city assembly yesterday.
I'm Koichi Oyama, an official of Minamisoma City.
I send you additional informations about the black substance we talked about yesterday. 
There are a bacterium type which likes to absorb the radioactive substance in exuberance everywhere on the paved surfaces in the residential area and at  residential houses and they drifts on the side walks, on parkings and on the road.

Cesium for example is highly radioactive and yesterday i saw the result of analysis of Japan Chemical Analysis Center which contain fluid, they found plutonium and strontium in every samples.
Those algae types are the real aggregate of radioisotopes.

I think we are exposed to the radiation internally by aspirating it.
Different from the sampling of Fukushima City and Yamagata City, the sampling of the dust from Minamisoma City is fake and is not viable.
The Citizen group demand the emergency repossess inside the residential area but the city pretends not to see it.
The map of becquerel of algae and the map of alpha rays are already prepared.

The office staff picked up the sand without knowing what they were doing in the east side of the residence area on the snowy day and there was too much water in it to use it as a sample.
They mesured without drying it. So in real, if it was the value of the dried sample, if it was a serious sample, the value will jump in some digit.
There's a doubt about the possibility that the anti disaster headquarters didn't show the recorded account of March 30 from the analysis center just after and secreted as a dangerous information before the lift of the caution zone.I demand a re-examination.

I wonder how many plutonium and strontium are inside those highly radioactive substances?
They are trodden and they are blown off in the residential area but The Ministry of Environmental and Minamisoma City and the police and the healthcare center are all ignoring it.
I asked to the section leader of the emergency operations center about the question of the recorded account of the analysis center for example about the amount of water.
It was in the meeting organized by the city, so they called me. It was not noticed.
I told about my question but there was no answer for three weeks. And the public security of police started to ignore my phone calls.
I think i will collect the "Black substances and algae types" but there's nobody who can receive them.
Should i go to see the room of the mayor after the repossess all the more?
When the rainy season will begin they will start to grow thickly. When the rainy season will finish, they will release spores.
What about "maoi"*? 
What should i do?

Today in the early evening, Goshi Hosono as The Minister of State for the Corporation in support of Compensation for Nuclear Damage visits Fukui Prefecture for the meeting with Issei Nishikawa The governor of Fukui Prefecture to obtain the local agreement to restart Ôi Nuclear Power Plant.

The police squad set up a picket in front of each gate (on the photo) and checks with severity entrance and exit.



Protesters against the restarting of nuclear plant planed a big public protest in front of Fukui Prefectual Government at 3pm. Taro Yamamoto who is an actor and also an employee will join the protest.

Minamisoma City General Hospital

Many authoritative doctors from Tokyo University who study the internal exposure and talk about it but at the bicycle shed i can see those charcoal gray algae spreader.

Inside the whole parking it's about 2 micro sievert to 3 micro sievert. But i understood that behind the bicycle shed it's quite high. There's a spot of 4,2 micro sievert. Those very black depositions are high.

In short, 1 micro is 100000 becquerels so there's 40000 becquerels accumulated.

Those are dry and they are 350000 becquerels because it measures about 3 micro sievert. Minamisoma City General Hospital, the lighthouse does not shine on its base.

They don't recover radioactive isotope on the ground and the patients go inside out of the hospital but they should recover before to turn defiant because it's inside the radiation controlled area. 
Do you really think that it's not necessary to recover this? It can cause a problem of trustful relation before the medical ethic.
Rational thinking of all the world finds that it's wrong.

The reality is different than the one from the News...

The Fukushima Prefecture News gives us the measured result of the radiation.
But why do they say it's 0.2 micro sievert in Haramachi District in Minamisoma City? And the value doesn't change everyday.
My husband who came back home for the first time in a week borrowed a scintillation survey meter so we went to measure the places together with my geiger counter. 
Scintillation survey meter measures gamma rays and geiger counter measures gamma rays and beta rays.
Detection range can make subtle differences so we can't say one result but how does the government measure and inform us the value of 0.2 micro sievert?
Before that there's plants which were harvested last year with a shabby sheet on it left in the middle of the residential area. It lies neglected on the angle over a narrow street by my home. 



I measured with my husband using 2 different indicators.

The residential district in Haramachi District in Minamisoma City is a big area.
Today after the dentist, i went to see my relative's house just near by my place.
The radiation level was 2.27 micro sievert because their house is near the mountain.
I set my dosimeter to alarm when it detects over 1 micro sievert. The Joban Expressway which crosses Hara City and Soma City runs through the mountains.
I got off the road and when i took the direction to the west, the alarm rang.
Inside a car, open window. Afther measuring the place when i returned to my car with a sigh, i heard a bloody news on the radio. 
Yesterday the inhabitants of Namie City went back to their home for a temporary visit.
But one one them was found dead at his place. The cause of death was said to be suicide.
How can such a horrible thing happens? A person of Namie City talked to the camera: 
"Until when will we have to live like rootless wanderers… It's also coming over my mental limit."
The Nuclear Power Plant which is the National Policy caused this accident and the government doesn't respond after… This is the reality in Fukushima Prefecture. And still, you want to restart nuclear power plant in a country of frequent earthquakes like Japan?

Health survey in Fukushima Prefecture : Yamashita vice president of Fukushima Medical University issued a decree which says "not to show the chart" and that "re-exams must be held 2 years later"

What if as your child shows the manifestation of a serious disease you can't be informed much about the result of the examination neither pretend to get him re-examinate?The affairs which leave parents feeling helpless are happening in Fukushima Prefecture. 
The man who is in the middle of this problem is Shunichi Yamashita AKA " Mr. Hundred m/Sv ", vice president of Fukushima Medical University.
As a research of health control on citizens  of Fukushima Prefecture, 38114 children under 18 years old had an thyroid examination.
A tuber was founded for 386 children but in the case where less than 5mm is found, they are not allowed to a second test. They will have to wait for teh next two years. Concerning cysts with a size under 20 mm, it will be treated the same way. 
All this because of the vice president Yamashita issued a decree (on the photo) to the doctors. 
It's written:
"If parents call for the report, explain well and tell them that it's not necessary to re-examinate before two years."
13 460 Children have cysts smaller than 20mm founded. It's more than 35.3% of them.
182 children have got tubers bigger than 5.1mm or cysts bigger than 20.1mm. It's 0.5%. And they are treated as "just in case" and they can pretend to a second examination.

It comes across parents mind that there were so many children around the site of Chernobyl who had thyroid cancer after 1986.
And still The Fukushima Medical University which is the main body of the exam, as their basic principle, doesn't show the echography image neither the chart of the examined person.
Some parents demanded to be shown the result of the exam to the public health department of Fukushima Prefecture and they were asked to present a written request for the information. Secrecy as this is an absolute folly.
The echography and the chart belongs to the person but the person and their parents can't see them.
"Why such inhumanity is allowed?" Citizens in Fukushima Prefecture criticized the government response on June 1st at the diet. 6 officials from Cabinet Office and The Ministry of Health, Labour and Welfare were present.
On the side of the habitants there were about 300 people present, mainly from Fukushima Prefecture.
The inhabitants of Fukushima and the environmental group submitted a document of questions by 17 articles through a member of the Diet before.
But the officials of the government answered just for two points. (In detail only one and half articles).
"We'll take the account related to the internal exposure caused by radiation plume and iodine at the beginning of the accident before the end of the year."
and "It's under review to held the exam of the patients in Fukushima Prefecture in this year."
About the most of the questions (15 articles in 17 articles): "It's not to the government to answer those questions." "About the specific things, we are on going at the exploratory committee of Fukushima Prefecture." They just gave the blunt answers.
"Why you don't answer ?" The conference room roars in anger with no stop. 
The health research in Fukushima Prefecture is strongly considered to exist just to provide the datas for The vice president Yamashita. 
The inhabitants of Fukushima Prefecture are seething with anger for it.
" My son who is 3rd grade in high school was told by the doctor that he could see the cyst. I want to stay optimistic but there's the example of the Chernobyl Disaster. It's better to exam it every six month. Thyroid cancer progresses slowly. Almost everybody's thyroid was exposed. It's a precautionary principle, it's wrong to exam two years later." 
The heartbreaking appeal of a mother living in Fukushima never reach Dr. YAMASHITA.

どの程度の被曝がどの程度影響あるのか。原発事故の直後は考えたり調べたりする時間を多く取りましたが、最近は日々の生活を優先してしまい、何か解決策を探す時間は激減しています。

デモにはまだ参加したことはありません。署名はしたように思います。

I started to check informations about nuclear power plants and to think about it.

2: It's been a year since the accident happened, what do you do to protect yourself? 
I put mask to go out and try not to eat too much fish. When i buy the vegetables, i check the production region and i try to choose the one far from Fukushima nuclear plant. 

3: Do you talk about it with your family and friends ?
When i go to my parent's place in Kyoto, i talk about it a little with my parents.
I talk about it very rarely with my friends. Because there's many different opinions, i try to avoid the confusion.

4: What does worry you the most? And did you find a solution for the problem?
How much radiation exposure gives how much effect on health. I thought about it and i took a lot of time to search for the information just after the accident. But lately my priority is my everyday life and i really reduced the time to search for solutions. 

5: Do you have some activities against this or did you join in the movement against nukes like protests, petitions?
I have not participated in a demonstration yet. I think i have already participated in a petition.

J'ai commencé à me renseigner sur les centrales nucléaires et à y penser.

2: Ça fait plus d'un an que l'accident a eu lieu, que faites vous pour vous protéger?
Je mets un masque pour aller dehors et j'essaie de ne pas manger trop de poisson. Quand j'achète des légumes je vérifie leur zone de production et je choisis ceux qui viennent le plus loin possible de Fukushima.

3: Parlez-vous de cet accident avec vos proches ? 
Quand je rentre chez mes parents à Kyoto, j'en parle un peu avec eux. J'en parle très rarement avec mes amis. J'essaie d'éviter la confusion qui est naît de tous ces avis différents.

4: Qu'est-ce qui vous inquiète le plus ? Avez-vous trouver une solution à de problème ?
Quelle quantité de radiation donne quels effets sur la santé. J'y ai pensé et j'ai pris beaucoup de temps pour trouver des informations juste après l'accident. Mais récemment ma priorité est ma vie quotidienne et j'ai réduit le temps passé aux recherches.

The habitants in Warabidaira district in Iidate village asked to Iidate village and The Japanese Government to make their district as a difficulty area for repatriation. 
The governmentt said they will take counsel together with Iidate Village and they will give the conclusion in early June. 
But The Government didn't lose their posture that it is difficult to appoint the Warabidaira District to be "The difficulty area for repatriation". Since when the concept of "1m/Sv per year" disappeared...?

The forecast to restart Ôi Nuclear Power Plant..?

When i turned on the Nippon Television Network Corporation TV NEWS 24, i saw this news:
"The forecast to restart Ôi Nuclear Power Plant"
"Habitants showed some understanding of restarting the plant"
"What is important now is to explain respectfully to the habitants and as a government…" 
Is that true?
Is it true that majority of the residents agreed to restart the plant?
As what they say in this news it's obvious that the Japanese Government is on going to restart the plant.
Is it the reality?

The Mayor of Fukushima Prefecture overlooked the information of SPEEDI?

This morning when i saw the Nippon Television Network Corporation TV NEWS 24, i was stunned.
The Mayor of Fukushima apologized at NAIIC (National Diet of Japan Fukushima Nuclear Accident Independent Inverstigation Commission) that "As he had so many informations, he overlooked the informations of SPEEDI." 
But it's a nuclear plant accident. It's true that the Tsunami damage was absolute folly but normally at first he could have searched for the informations realted to the nuclear power plant?
The Mayor apologized at the scene of NAIIC.
" I'm sorry for the citizens of Fukushima Prefecture, i made you worry." 
Mayor Sato, what do you mean by…
To who do you apologize? Do you think if you say it on TV, that the citizens in Fukushima Prefecture can accept the situation?
It's just a word inside the TV! It is too late to apologize and there is nothing we can do…
And what citizens in Fukushima Prefecture incurred was not something to worry about but to be exposed to radiation.
In the morning of 3.11, for the inhabitants of Futaba City which is inside the 3km zone were suddenly declared over the community wireless system "to evacuate to Kawamata City" and that the wind was breezing at furious speed in direction of Kawamata City. 
Why at that time they didn't let people evacuate to the north?
It was possible to evacuate people to Soma City. Actually my husband came back home which is placed in the North West from nuclear power plant. 
And it was closer as well… And even if it can make the panic of people why they didn't ask the citizens of Fukushima Prefecture to evacuate outside of the Fukushima Prefecture? If it's true that Mayor of Fukushima Prefecture overlooked the information of SPEEDI, he's just an inefficient mayor. And if he didn't informed purposefully to citizens in Fukushima by "the other reasons", it's a criminal act deserving as war criminal.
He must have knew about the information of SPEEDI because he commutes from Yamagata Prefecture to Fukushima Prefecture everyday.

The restart of the Ôi Nuclear Power Plant : in front of Prime Minister's Office 2700 mad citizens : "The public opinion is so obvious"

"The decision was made all by my responsibility" PM Noda rodomontade and which is now on the start line to restart Ôi Nuclear Power Plant reactor 3, reactor 4. As The Union of Kansai Government officially accepted to restart the nuclear power plant, it came to be only waiting for the government fire a gun.

On the 1st of June in the afternoon, about 2700 protesters gathered in front of the Prime Minister's office wanting to stop the government from restarting the nuclear power plant. (The promoter is Metropolitan Coalition Against Nukes). Every friday they protest but today the human chain was much longer and there was full of heated atmosphere. 
If another nuclear accident happens, Japan is over!" We could painfully feel the people's fear of danger.
"A large number of people like this gathered and they protest against restarting a nuclear power plant! The public opinion is so obvious. What do you think of human life?" a man in his business suit screamed at the top of his lungs with a microphone. 
Many people gathered there calling each others by using Twitter and Facebook. There's no mobilization neither associations or affiliations related.
Each protester put his own voice straightly on the microphone.
"Prime Minister Noda is saying that it's his responsibility and he decides to restart but how can he take his responsibility? Who took the responsibility for Fukushima Nuclear Accident!!" A man who works as a driver (28 years old) was also shouting.
A 38 years old woman threw her opinion to the nerve center of the government power: "I love my nephew. I want to protect his future! I definitely want you to stop to the restart of the nuclear plant!"
The public opinion was the word repeated by protesters several times. Prime Minister Noda and his cabinet who ignore totally this public opinion and who strike out to restart the nuclear power plant put people's angriness and distrustful to the government to the extreme.
The black lies of Nuclear Energy got revealed one after another.
"There is no importance for establishing a seismic isolated ridge", "no vent". There's only no and not important and they restart the most dangerous nuclear power plant? I wonder if PM Noda can't feel to be stared at with stern eyes, not only by people in Japan, but also by everybody in the whole world ?

Advice not to pay Tepco: Don't flinch and demande the requisition even if they ask to come to the window

The unsolicited letter sent to the woman's house from the business transaction center of Tepco. It's written "You must come to our window because we don't issue the payment slip" on the pink underline. 
The letter like a threatening note arrived at the house of a woman living in Nakano district in Tokyo. The addresser is the Nakano zonal tariff group of Tokyo Electric Power (the business transaction center of Tepco).
The written content was: "In the case of a fraction less than billing amount, you must come to the window of our company to pay the shortfall" and "If you don't pay 20 days after the payment deadline, we refuse the transmission of electric energy" was also added.
The woman who had been thinking that she didn't want to use the electricity made from nuclear power plants read my article "How to transfer the Tepco's payment one yen less by ATM machine" (published on May 3) and started to practice in April. The payment bill amount was 3084 yens but she transfered 3083 yens. 
Then the letter arrived. "It was overbearing. I was angry to think that i had to pay the transportation cost and have to go to their window all the way. If those things happens, normal ordinary people become afraid to do anything." The woman spoked her playback of the moment. Her friend - a man who took her place - called the Nakano zonal tariff group of Tepco. Tepco admitted the fact and explained: "To pay the entire amount at once is postulated. Payment in installments is not allowed. This time we thought you just made a mistake and we resend requisition but next time it will not be possible."

But at the house of a man who practices the "non-payment act of one yen" the requisition for one yen arrives every month from the nearest  business transaction center of Tepco. Bill collector also come to his place. The man is living in Kawasaki City.
He mentioned about this fact as well on the phone with Nakano zonal tariff group of Tokyo Electric Power. The center answered that "the response to the customers might be different by the offices. If your condition makes you unable to come to our window for the payment, you should ask "the request for issurance of billing." If the person in charge didn't lie, it means he made a concession to the side of Tepco.

Akira Ôtomi, a painter, who continues to practice the act of non-payment of one yen advices: "Even if you received a letter from Tepco which says  you must come to our window to pay, just call Tepco and tell them: please send me the requisition. It's to show my will against the nuclear power. If you listen to the customer's voice, i have the will to pay. Then i'm sure Tepco will send us the requisition. Don't flinch, let's do it."
For the non-payment act, there's opinions like If you don't pay, you can't use the electricity. I often see those opinions on Twitter as well. For those opinions, Mr. Ôtomi present his point of view: "We can't choose the electricity. I use Tepco's electricity just to keep the remonstrative root. Then i practice the non-payment act. Even if i don't use Tepco's electricity by making home generation of electricity, if the accident happens, the radiation will fall over my head."
Tepco is trying to increase the price for their bonus and annual compensation although they caused a cataclysmic catastrophe and it had been authorized to be nationalized. It's not necessary to stay as ductile customers against preposterous monopoly firm.
