The restart of the Ôi Nuclear Power Plant : in front of Prime Minister's Office 2700 mad citizens : "The public opinion is so obvious"

"The decision was made all by my responsibility" PM Noda rodomontade and which is now on the start line to restart Ôi Nuclear Power Plant reactor 3, reactor 4. As The Union of Kansai Government officially accepted to restart the nuclear power plant, it came to be only waiting for the government fire a gun.

On the 1st of June in the afternoon, about 2700 protesters gathered in front of the Prime Minister's office wanting to stop the government from restarting the nuclear power plant. (The promoter is Metropolitan Coalition Against Nukes). Every friday they protest but today the human chain was much longer and there was full of heated atmosphere. 
If another nuclear accident happens, Japan is over!" We could painfully feel the people's fear of danger.
"A large number of people like this gathered and they protest against restarting a nuclear power plant! The public opinion is so obvious. What do you think of human life?" a man in his business suit screamed at the top of his lungs with a microphone. 
Many people gathered there calling each others by using Twitter and Facebook. There's no mobilization neither associations or affiliations related.
Each protester put his own voice straightly on the microphone.
"Prime Minister Noda is saying that it's his responsibility and he decides to restart but how can he take his responsibility? Who took the responsibility for Fukushima Nuclear Accident!!" A man who works as a driver (28 years old) was also shouting.
A 38 years old woman threw her opinion to the nerve center of the government power: "I love my nephew. I want to protect his future! I definitely want you to stop to the restart of the nuclear plant!"
The public opinion was the word repeated by protesters several times. Prime Minister Noda and his cabinet who ignore totally this public opinion and who strike out to restart the nuclear power plant put people's angriness and distrustful to the government to the extreme.
The black lies of Nuclear Energy got revealed one after another.
"There is no importance for establishing a seismic isolated ridge", "no vent". There's only no and not important and they restart the most dangerous nuclear power plant? I wonder if PM Noda can't feel to be stared at with stern eyes, not only by people in Japan, but also by everybody in the whole world ?

Hosono The Minister of the Environmental Agency like to roll up the contamination from debris radioactive by heartwarming story

Goshi Hosono The Minister of the Environmental Agency: Talking about the emphatic method of connection to the stricken area and appealed to people's emotion by using extreme example 
"People pointed out that there's not enough explanation by the government and the way they noticed that informations are not clear. It was the bottleneck of understanding why we have to accept the radioactive debris all over Japan, i want to apologize again." Yesterday at the post-cabinet meeting news conference, Hosono, the Minister of the Environmental Agency apologized that there was not enough informations provided by this agency.His face looked like nod solemnly.
The Environmental Agency have refurbished their website since May 25. They put a video message from Hosono and they show every informations they got. They say that they are going to open an information easier to understand...Until today, the cities which accepted the radioactive debris beside the sites in Tohoku region are Tokyo and Shimada City in Shizuoka Prefecture. The cities who did test burns are Kitakyûshû City and Shizuoka City.May 23, without any explanation to the residents, the test burns of radioactive debris had started. The notice for the explanation meeting was inside advertisings coming with the free papers.
I asked to the Minister of The Environmental Agency: "The air doze radiation increased next to the trucks which brought over the radioactive debris. How do you explain such a phenomenon?"
"I'm sure about the safety. There's no fact like that."
Hosono The Minister refused everything.
But in reality the value has been increasing and it was filmed and the video is shown on the internet.
Without any respect the minister continued. "Those things can hurt the victims of the disaster. I put the debris from Minamisanriku City inside my minister office and i work there everyday. I often visit Ishinomaki City and i see the children making trophies with the debris." 
It reminds me his act at the Kyoto Station at the end of March. He raised the trophy high up in the air and said: " Does this trophy look dirty to you?"
"We have to think about the area stricken by disaster and burn the debris all over Japan." He repeated during the conference that he has visited the affected area several times.
"To help people in the area stricken by disaster, we must burn the debris all over Japan. This is the Kizuna (a bond). Why can't you understand?" He didn't pronounced it but he radiated an obtrusive aura.

Mr Hosono loves heartwarming stories. This is the easiest way to change the groundwork of the problem.
What he said at the news conference "Declaration of restoration from accident" at Foreign Correspondents' Club of Japan on 20 December last year was impressive. 
He explained by analogy to "Fortunately, we reached the condition of cold shut down debt of the efforts by workers at the site of nuclear power plant" and in addition, he took out the story of an individual person: "A young nuclear plant worker…" and showed tearjerker Naniwabushi. (Today, naniwabushi is popular mostly among older people. Naniwabushi has also given the Japanese language the word "naniwabushiteki" (naniwabushi-like) which means to be overly susceptible to the feelings of love and duty.
But his favorite acting "Storyteller of debris" holds a contradiction. There's many citizens within people against accepting debris who had evacuated from Earsten Japan to Western Japan. There's also people who work as volunteers to accept evacuees.  
We can see the gist on the placards they uphold are routinely: "Western Japan as a place for evacuation." "No to accept the debris, Yes to accept the evacuees."

I can't forget the word of a man in his thirties who protested against to accept the debris at Kyoto station. 
"I really want to help people living in the disaster stricken area. I went there to work as a volunteer just after the disaster. But still i can't agree to burn the radioactive debris all over Japan." 
The Minister Hosono said at last: "There's many people who make efforts in Ishinomaki City. We must find the method to go through the clash of people who are against burning the debris."
But it's the Japanese government who makes this conflict happen. People in Japan don't trust the safety standard "Standard safety : Ashes for landfill 8000 Bq/kg is safe" which was modified after the disaster. 
But still The Minister Hosono is trying to appeal to people's emotion than to respect scientific explanation.
It is said that woman are really emotional and easily touched by heartstrings. But even for me, myself as a woman the act of Minister Hosono who is appareling to people's emotions look really anomalous.

In Russia, according to the Chernobyl law, areas where the amount of contamination is more than 1 milisievert per year are declared as "areas concerned by the right of relocation." It includes an help to find a job, an accomodation, medicines and food supplies for each evacuated people. 
Areas with 1 milisievert per year (0.23-micro sievert per hour)* exist all around eastern Japan. 

Alexander Verkin (born 1953) has been engaged in the convergence work of the Chernobyl nuclear power plant disaster which occured in 1986 and he devoted himself to the establishment of the Chernobyl law. He held a lecture in the Adachi district labor welfare hall on the 20th. 
The residents of the areas concerned about the right of relocation provided by the Chernobyl law received the following compensation:
1. An additional medical security (annual medical examination, free supply of medicines, etc). 
2. By a national assistance, a sanatorium medical treatment in a non-polluted zone and additional vacations. 
3. Extra vacations for pregnant women in a non-polluted area.
4. 100 U.S.dollars (for health enhancement, additional food) every month.
5. 30% more for pensions. 

At that time annual doses for areas concerned about the right of relocation were intensely discussed. 
Dr. Alexander Verkin says: "We fought against the promoters groups of nuclear power plants who wanted to carry out a standard of more than 5 milisieverts per year, and we finally gained that 1 milisievert per year standard." 
Although nuclear power plant workers' health degraded itself one after another there was no support by the country after the Chernobyl accident. 
Around 1989 most of nuclear plant workers took the lead to protect their rights, an alliance was established, and it was added in quest of the improvement also by the support of insufficient residents. 
The Chernobyl law was established in this way in 1991. 

It was advanced-like from Russia to consider areas where the amount of contamination is more than 1 milisievert per year as "areas concerned by the right of relocation", the residents themselves could take the decision of their evacuation, and the country got the point to make their duty to compensate the residents and evacuated them. 

However, although there's the right of relocation there's still a problem in Russia. 
Dr. Alexander Verkin says: "It' was a good point that they gave compensation in kind. At the beginning it was only money and people used it all for vodka." 

Putin Administration came to manage Russia and the problem of compensation aggravated. 
Afterr 2004, the law was changed and budgets were also reduced. 
Compensation changed again into money. The amount was reduced considerably and to receive this service became difficult. 
It becomes impossible to receive an equivalent compensation and lots of people suffer.

Now, the Japanese version of the Chernobyl law is going to be deliberated at the Parliament. 
Lawyer Satoshi Oshiro of the lawyer network (SAFLAN) which protects the children of Fukushima explained: 
"Although it's not reported by the media, three bills are submitted to the House of Councilors for legislation to the House members today: 

1.The ministerial party and Democrat party present the bill similar to the original Chernobyl Law. 
2. The Opposition party mainly Liberal Democratic Party, Your party and SDP present the bill more concentrated on the protection of children.
3. The Opposition party and Komeito present the bill related to health care."
"The members of assembly who made the bill are really enthusiastic so it surprises me to see that politicians can be such hard workers. But because there's also assembly members who don't want to pass the bill and the members who have no concern about it, it's important for us to backup them. So that we are collecting petitions at the moment. The voice of people who want this bill work out can become an enormous force" lawyer Oshiro emphasized.

In Russia, if an area has more than 5 milisieverts a year, the right of relocation is applied. 
If in Japan it is less than 20 milisieverts a year sievert, "we can live."
There's a enormous difference between the posture of a government trying to protect its people from contamination and what they really do.

Alexander Verkin said firmly: "I hope that The Chernobyl law which was established five years later in the Soviet Union will also be established in Japan as soon as possible."

*The natural dose of 0.04 Sv and the additional exposed dose of 0.19 Sv by a nuclear power plant disaster were added. 
If it assumes that someone passes  8 hours outdoors, and 16 hours inside wood frame houses, 1mm sievert will be exceeded in one year.

チェルノブイリ事故後、5年の歳月を経て制定された「チェルノブイリ法」。追加放射線量年1ミリシーベルト以上の地域が「避難権利ゾーン」として認められ、在留者、避難者­双方に支援を行う、先進的な内容でした。
このたび、このチェルノブイリ法に関して、モスクワに本部をおくロシア・チェルノブイリ同盟の副代表のアレクサンドル・ヴェリキン氏を迎えた講演会を開催します。
今国会で原発被災者の支援のための法律が審議されていますが、「避難の権利」を確立し、実効性の高い具体的な支援策を一刻も早く実現させるためにも、チェルノブイリ法から­学びながら議論を深めます。
